Mongolia Launches Tender for Next-Generation Excise Tax Stamps
The Mongolian government has launched an international tender for the supply of a new generation of excise tax stamps for alcoholic beverages and cigarettes, potentially signalling the country’s next step towards a more digitally enabled excise control system.
Issued jointly by Mongolia’s General Department of Taxation and the State Procurement Agency, the tender seeks suppliers capable of producing excise tax stamps incorporating ‘unique, electronic data codes that comply with international standards’ together with confidential security technology. The contract has an estimated value of MNT 4.34 billion (approximately $1.2 million), with bids due by 24 July 2026.
Unlike conventional excise stamps that primarily serve as proof of duty payment, the new specification explicitly requires each stamp to incorporate a unique electronic data code, suggesting that Mongolia intends to introduce individually identifiable tax stamps rather than simply replacing its existing designs. The successful supplier may be awarded a contract for up to three years, while bidders are required to hold a licence for the manufacture of security documents and submit sample stamps for evaluation by the authorities.
